Yes. The UHMWPE / nylon fabric is waterproof, the seams are taped, and the #3 YKK® AquaGuard zipper keeps water out. Zip it all the way closed: an open or half-closed zipper is the one place water can get in.
Empty it, then stuff the bag into its own front pocket and zip it closed. It packs down to 14 × 16 × 4 cm, about the size of a thick paperback.
